Developer Lionel (Lonnie) Carter has acquired a parcel of land on the south side of Rt. 208 in Spotsylvania County near Anna Point Marina and has other parcels on the north side of Rt. 208 under contract with plans to create a mixed-use development pending rezoning.   

  Carter recently closed on a 152-acre property along the south side of Rt. 208 near the 208 Bridge, purchasing it for $3.17 million from the Hairfield Family Trust. The property is open field near the road and woods down to the Lake Anna waterline. Carter’s draft plan, pending rezoning would create approximately 100 residential lots, with 15 waterfront parcels.

  On the north side of Rt. 208 Carter has three parcels under contract, one 85-acres from Smiley and Vicki Wheeling and two additional parcels (34 acres and 14 acres) from the estate of the late David Hunter.

  The long time Lake Anna resident and developer would like to create a high end, mixed-use community with the land. 

  Hunter Properties had named the area Corsair Terrace and planned to develop into a townhome community but never received zoning to do so due to an unapproved community drainfield plan.

  Carter’s draft plan utilizes well and septic and shows approximately 100,000 square feet of commercial development along Rt. 208 on the north side parcels that could include a grocery store, urgent care or other businesses and an additional 44 residential lots.

   “If I don’t get rezoning, I will create my own family farm with the parcel on the south side of Rt. 208 with some family subdivision,” Carter told Life & Times.

  Spotsylvania Supervisor Jacob Lane of the Livingston District where Carter’s properties lie noted, “It would be better for a ‘no comment’ on the rezoning request.”
