First came the internationally acclaimed 18-hole golf course, then came an outstanding clubhouse with restaurant and pro shop. Construction on a series of villas and cottages is nearing completion. Now Cutalong at Tributer Resort has formally received approval to move forward with a second golf course and community at Lake Anna.
The Louisa County Planning Commission voted 7-0 to approve a request to rezone a four-property, 393-acre parcel along Rt. 522 and Rt. 208 near Wares Crossroad from Agricultural 2 and Agricultural 1 Planned Unit Development (PUD) with minor changes. The Louisa County Board of Supervisors is expected to follow suit at it’s early April meeting.
Permitted uses with a conditional use permit in the PUD were as follows: agricultural operation, aviation facility, brewery limited, brewery major, distillery major, campground, club, commercial indoor sports and recreation, commercial indoor entertainment, commercial outdoor sports and recreation, commercial outdoor entertainment, dwelling/residence single family, dwelling/residence two family, golf course, indoor shooting range, multi-family dwelling, outdoor gathering, outdoor shooting range, personal improvement services, personal services, public assembly, restaurant, special occasion facility and short-term rental of a dwelling
The PUD will include a 19-hole golf course, 12 garden cottages, 35 villas, @80 estate lots and three entrances; one at the current entrance and two on Rt. 522, a farm like venue with restaurant, indoor shooting range, helipad and pickleball courts.
The community will be served by a private gated road network. The applicant has proffered items ranging from the maximum density, transportation improvements, donations, partnership with the Louisa County High School Career and Technical Education Center, and cash proffers for each single family dwelling unit to support a range of county departments that could be impacted by the development as well as a $10,000 proffer to the Lake Anna Civic Association.
Other aspects of the plan include The 69% of the project remains open space and a 50-foot-wide buffer along Zachary Taylor Highway.
A neighborhood meeting was held in the Louisa County Public Meeting Room on February 11, 2026 at which at least 27 individuals attended expressing concern about topics like overall water usage by both developments, well monitoring and testing, plans for water usage during droughts, short-term rental occupancy control, traffic congestion during peak lake season, concern that the emergency services entrance off Route 522 will be installed toward the end of the development, school bus pick up and drop off, what amenities will be part of the gated community and not available to the public, annual financial Support for the Lake Anna Civic Association and environmental impacts on pollinators
The new golf course is reputed to be being designed by the TGR Design group led by professional golfer Tiger Woods.
Reef Management, the owners of Cutalong at Tributer Resort operate a number of exclusive golf courses and destinations around the country including Black Desert, Marcella, Main & Sky and Cormont/Utah, Sweeters Cove/Tennessee and Cornerstone/Colorado.
“Phase one of the villas and cottages is nearly complete and we anticipate these residences ready for occupancy this summer. Those residences will also be available for Stay & Play visitors,” Tributer/Cutlong Project Manager Joe Walsh told Life & Times.
The Villas offer four spacious bedrooms with spa-inspired en-suites and open-concept living. There will be seven units available in phase one.
The Cottages gracefully blend classic charm with modern comfort. Two-story designs feature spacious living areas, chef-inspired kitchens and expansive porches. There will be eight cottage units available in phase one.
Walsh noted Tributer at Cutalong Resort has entered into a listing agreement with Alexandria, Virginia based McWilliams Ballard, a leading real estate marketing firm for upscale and luxury residences in the DMV and nationally.
McWilliams Ballard agents will be on site and be available at the new Tributer Resort sales center beginning in March.
“McWilliams Ballard and Tributer resort will be working cooperatively with the local real estate brokerage community to introduce future phases of the villas and cottages,” noted Walsh.
